Warsh's First Real Test: The FOMC Decides Today at 2:00 PM — and the Market at 87% Already Knows the Answer
The FOMC delivers its decision Wednesday September 16 at 2:00 PM ET — followed by Warsh's press conference at 2:30 PM. CME FedWatch and Polymarket converge at 87% probability for a 25 basis-point hike to 3.75%–4.00%. Goldman Sachs and J.P. Morgan both penciled in the hike. August CPI held at 3.4% YoY, core eased to 2.4%. Brent above $107. The Archive reads the meeting the market has already priced — and what the dot plot and press conference will tell you that the rate card will not.
The Federal Reserve has held its benchmark rate at 3.50%–3.75% since December 2025. Kevin Warsh took over as chair in May and held at both his June and July meetings — the July vote was 9–3, with Cleveland, Minneapolis, and Dallas all dissenting in favor of an immediate hike. What began the year as a market expecting rate cuts has, over a summer defined by war-driven energy inflation, reversed into an 87% market probability for the first rate increase since 2023. The data that produced that reversal: August NFP +162,000, unemployment 4.1%. August CPI 3.4% YoY, core 2.4%. August PPI +5.4% YoY, diesel +24.1%. Brent above $107 after the Houthi strikes on Aramco and Trump's on-record confirmation that the war premium persists through November 3.
Fiduciary Recommendation — Ad
In 1973, a radical White House policy triggered a historic gold rush. Trump's rumored new Executive Order is about to do it again.
When the government severed the dollar's tie to gold in the 1970s, everyday Americans watched their purchasing power collapse. But a small group of prepared investors made generational wealth as gold prices skyrocketed.
Fast forward to today. With Jerome Powell out and the stage set for an even bigger dollar shock, top analysts warn inflation will explode. There is a little-known market loophole that essentially lets you capitalize on this crisis like you are "buying gold at 1973 prices" right before the massive surge.

The Archive reads this meeting through a specific lens: it is Warsh's first genuine test as chair. The June and July holds were defensible as data-dependent caution from a new chairman who declined to make an early move. September arrives with 87% market pricing, three prior dissents on record, Brent above $107, diesel at a record, and a presidential statement that the energy premium persists through November. A hold at this meeting would be a communication failure of the first order — not because the data demands a hike, but because the market has been told to expect one and the credibility cost of a surprise hold now exceeds the credibility cost of hiking into inflation the Fed cannot resolve with interest rates. The Archive prices the hike as near-certain and watches the dot plot and press conference instead.
The core message: the rate decision is not the event. The dot plot median for year-end 2026 is the event — it prices December. The press conference at 2:30 PM is the trade — specifically whether Warsh says "temporary" or "embedded" about energy inflation. Those two words price the rate path through 2027 and every duration-sensitive asset the Archive holds.
I.How 28% Became 87% in Six Weeks
July 29 — FOMC Hold 9–3
Warsh holds at 3.50–3.75%. Cleveland, Minneapolis, Dallas dissent — all want an immediate hike. September probability: 28%.
August 28 — Jackson Hole
Warsh: "We have work to do." Markets flip. September probability jumps to ~60%. Waller signals willingness to hike if data is hot.
September 8 — Houthi Strikes Aramco, Brent Crosses $100
Second supply disruption front opens. Brent moves toward $107. September hike probability rises to ~73%.
September 10–11 — PPI +5.4% YoY / CPI +3.4% YoY
Hot PPI headline (diesel +24.1%), soft core CPI at 2.4%. Goldman and JPM both shift to hike base case. CME FedWatch and Polymarket converge at 87%.
September 16, 2:00 PM ET — Decision + Dot Plot + Press Conference
25bp hike expected: 3.75%–4.00%. First since 2023. First of Warsh's tenure. Dot plot and press conference are the trade.
The July 9–3 vote was the preview. Today's vote is the sequel.
Three regional presidents dissented in July — all pushing for an immediate hike. Their pre-meeting communications in September have reinforced the hike case. The 9–3 July vote is almost certainly an 11–1 or 12–0 September vote. The question is not whether Warsh hikes — it is whether the dot plot signals one more or declares a pause. Core CPI at 2.4% — slightly below July's 2.5% — is the one number that gave Warsh a theoretical hold case. The Kiplinger analyst called it his "last line of defense." The archive reads Warsh choosing not to use that defense as the signal that credibility management won over analytical caution.
The inflation the Fed is hiking against cannot be resolved by interest rates.
The headline driver is energy — war-sourced, Hormuz-linked, Aramco-disrupted, and confirmed by a presidential statement to persist through November 3. Raising the federal funds rate from 3.75% to 4.00% does not reopen the strait. Core CPI at 2.4% is near the 2% PCE target that actually governs Fed policy. A central bank hiking on energy inflation with near-target core is not solving an inflation problem — it is managing a credibility problem. The Archive reads that as a necessary and defensible choice given the July 9–3 vote and 87% market pricing. It is not a clean monetary policy decision.

II.Forensic Dissection: The Hike Is Priced. The Press Conference Is Not.
The Bait
The 87% probability is the rational read of the data. CPI at 3.4%, PPI at 5.4%, diesel up 24.1%, Brent above $107, three July dissenters unchanged. Warsh said "we have work to do." Goldman and JPM both call the hike. The credibility cost of a hold at 87% pricing is the highest it has been since Warsh took office. The hike happens. Day-of volatility will be limited — equities may actually rally on a clean 25bp with neutral language, the "buy the news" scenario after months of uncertainty.
The Friction
Core CPI at 2.4% — down from 2.5% in July — is the number that complicates the clean hike narrative. The Fed's stated target is 2% on PCE, which runs below CPI. Core near-target means the underlying economy is not the inflation problem. The energy price component is — and interest rates do not affect energy prices driven by a war and a presidential decision to maintain military posture through an election. Warsh's academic background trained him to avoid exactly this policy error: hiking on supply-side inflation that monetary policy cannot address. The question is whether 87% market pricing has overridden the analytical case for a hold. Given the July 9–3 vote and Warsh's Jackson Hole language, the Archive reads the answer as yes — but the press conference will reveal the cost of that choice.
The Extraction
The 25bp hike is priced. The extraction is in the dot plot and the 2:30 PM press conference. The dot plot median for year-end 2026 is the most important number released today — more than the rate decision itself. If the median shows the September hike as the last of 2026, duration assets rally on a "one and done" read. If the median shows one more hike in December, the yield curve extends its steepen and sub-90-day T-bills remain the correct positioning. At the press conference: if Warsh calls energy "temporary" or "supply-driven," December probability falls and bonds rally. If he says "inflation remains elevated across all components," December is live. The Archive holds short-duration through 2:00 PM and repositions based on those two data points.
"The Archive has one rule for reading Fed meetings: the rate decision is the headline, the dot plot is the story, and the press conference is the trade. A 25bp hike at 2:00 PM moves nothing that has not already moved. The dot plot median moves duration assets for the next six weeks. The press conference — specifically whether Warsh uses 'temporary' or 'embedded' to describe energy inflation — moves them for the next six months."
III.The Sovereign Blueprint: What to Watch at 2:00 and 2:30 PM Today
2:00 PM — Count the Year-End Dots Before Reading Anything Else
The dot plot median for year-end 2026 is not priced at 87%. If the median shows September as the last hike of 2026 — "one and done" — TLT and long-duration Treasuries rally, mortgage rates stabilize, December becomes a non-event. If the median shows one more hike in December, the yield curve extends its steepen, sub-90-day T-bills remain the correct duration positioning, and the Archive holds through December. Count the dots above and below 4.00% for year-end 2026. That is the trade.
2:30 PM — One Word Prices Six Months of Duration
Warsh has communicated through word choice since Jackson Hole. Today is no different. "Temporary" or "supply-driven" on energy signals the Fed is not targeting war-sourced inflation and will pause if core stays near 2.4%. "Persistent" or "elevated across all components" signals the opposite — December is live and the rate path extends. The Archive transcribes the energy characterization before positioning. This single sentence has moved 30-year Treasury yields by more than the rate decision itself in prior analogous cycles.
October 15 Is the Meeting After the Meeting
The September CPI — released October 15, five days before the November 3 election — is the first report that captures the full pump price transmission from $107 Brent. Houthi-Aramco wholesale gas prices moved 1.4% on September 8. That reaches filling stations September 22 and closes the September survey period September 30. If Warsh uses "temporary" language today and October 15 shows headline reacceleration, the December hike debate restarts in the worst possible political window — six weeks after the election. October 15 is the event that determines whether today's press conference language was correct. The Archive watches it as the most consequential inflation print of the year.
2:00 PM ET today. 25 basis points to 3.75%–4.00%. First hike since 2023. First hike of Warsh's tenure. The market at 87% has priced the card. What it has not priced: the dot plot median that prices December, and the word Warsh chooses to describe energy inflation at 2:30 PM that prices the next six months. The Archive reads the transcript. The October 15 CPI settles the argument.
THE MATH REMAINS ABSOLUTE.
